Its not obvious to me what might be happening on your end. I ran a quick test with a fresh 904 image, WiFi unchecked in the Imager, SSH password enabled. Booted with Ethernet connected and no issues whatsoever connecting to it via SSH or bringing up the WebUI.

Hopefully, someone will be able to repro your issue.
