Uh, github has them. They're called "Issues" and are tracked. A good example of an issue well-played is the recent Reduce DNS Timeout.... Note that issue discussion has three active participants: an informed user who's willing to spend time doing detective work to characterize the problem, and two devs who are interested in finding a workable solution within the boundaries of moOde. That's the kind of manpower needed.
Expecting Tim to take every problem mentioned by a user in this forum and turn it into a trackable github issue is unrealistic in the extreme. Knowledgeable users drive the issues.
