Pi 4B and higher hold firmware in their eeprom as well as in files. It’s possible there is an immutable piece too. I don’t know which piece does what.
I’m guessing the firmware version(s) are different on his two boards. There’s rpi-update and there’s rpi-eeprom-update which seem obvious in their functionality on the face of it. I’m away from home and can’t check that they or their equivalent are a part of the moOde update procedure.
