Did u try w/o the metal enclosure?

Yes, I removed the top, which also removes the two long sides. It made no difference. The Devolo hub is only about three metres from the Pi, in the same room and with obstructions. Yesterday, with the case intact, the nmcli command that you suggested gave a signal level of 87 and five bars, so I wasn't too surprised.

Tomorrow I'll try testing against the hotspot on my phone (to take the Devolo hub out of the test) and also test with Raspbian and the hub (similarly for the Moode software). I'll post what I discover.
