The Pi failed to connect to my Android phone's hotspot, as determined by the phone reporting zero connected devices a couple of minutes after rebooting with ethernet disconnected, and moode.local wasn't resolvable from the phone. I tested this by scanning for the hotspot ssid in m->Configuration->Network and entering the password, not by re-writing the card and settings using the raspi imager.
To me this partly points to the problem not being with the Devolo hub, but its not definitive.
No time to test Raspbian tonight - probably over the weekend.
