I installed Raspbian on the RPi and it won't connect to the Devolo hub either. So that means its not a moode problem, and I can't realistically expect people here to keep helping me fix it.
I re-installed moode and played around with the bluetooth enable/disable, address timeout, and mDNS discovery settings -- but nothing got it working with wifi only. So at this point I'll just leave the device on ethernet and not relocate it (which was the whole point of the exercise).
If anyone has any fresh ideas them I'm happy to try them if they're quick, but I have no more time to keep re-flashing the device etc.

Sorry we couldn't find a solution, Andy. Don't fret about wasting our time. We (or at least some of us!) love puzzles.
Perhaps if you posted your negative result with the Raspberry Pi OS attempt to the RPF's Raspberry Pi Forum you can get some actionable responses. Thet forum has a much larger audience and surely a few have also used Devolo products.
